Electricity for islands is mostly supplied through submarine cables connected to the mainland’s onshore grids or independent power plants established within the region. An island can be characterized as an area where the cost of generating electricity is high and the potential increase of its demand is large. By considering submarine cable as an option, islands need to bear the expensive transmission costs. If they choose to self generate electricity, the fuel cost becomes a significant factor. The fact that KEPCO’s operating deficits in Korea’s islands are continuously increasing shows that such conditions are taking place. This paper studies the case of Heuksando by developing and performing an economic analysis on three alternatives that can be used to generate electricity. The first alternative is to utilize its independent diesel power plant. The second is to connect the PV/ESS hybrid system to its independent diesel power plant, and the third option is to have electricity supplied through submarine cables that are connected to the mainland’s onshore grids. The social benefit and cost of each option has also been considered in the analysis. According to the levelized cost of energy (LCOE), the most economically viable option was the second alternative, while the third option turned out to show the worst performance. The economic viability of the PV/ESS hybrid system is expected to strengthen as the cost of traditional fossil fuels rises and technologies associated with renewable energy and ESS continue their way into advancement.-
