- Abstract
- 본 연구는 지방권력 교체기에 지방정부의 복지재정에 영향을 미치는 요인을 파악하고, 원인을 분석하는 데 목적이 있다. 이를 위해 제 5회 지방선거가 실시되었던 2010-2011년 시기를 중심으로 사회경제적 요인, 복지수요 요인, 지방정치 요인 등이 전국 228개 기초자치단체의 복지예산비율과 그 변화량에 미치는 영향을 분석하였다. 분석결과, 2011년 자치단체의 전체예산 대비 복지예산비율에 유의한 영향을 미친 요인은 자치단체 유형, 재정자립도, 빈곤 및 노인인구 비율, 단체장의 득표율과 정치경력 및 이념 성향, 단체장과 지방의회의 경쟁관계로 나타났다. 또한, 2010-2011년 사이 복지예산 비율의 변화량에는 자치단체 유형, 재정자립도와 의회권력 구조가 결정변수로 작용하였다.
