| dc.description.abstract | 본 연구는 2000년대 들어 우리나라 재정의 지출구조변화가 어떠한 요인에 의해 변화가 이루어져 왔으며, 어떠한 과정을 통해 전개되어 왔는지를 심층적으로 분석하고 있다. 즉 최근의 중장기 재정지출의 구조변화가 저출산 및 고령화 추세에 얼마나 적합하며 정부의 복지정책의 확대가 소득재분배 및 사회전체의 성장잠재력 제고에 얼마나 기여하였는지를 분석하여 재정지출의 확대 및 재정구조 변화를 평가하는 데에 있다. 특히 OECD 국가의 경험과 비교하여 분야 및 부문별 우리나라 재정지출의 구조변화요인을 분석하고 국가경영 전략상 바람직한 재정지출의 전략적 우선순위를 제시하고, 바람직한 재정지출 구조개선 과정에서 발생할 수 있는 장애요인 분석 등 재정의 비효율성을 최소화할 수 있는 방안을 제시하는 데 기여하게 된다. 본 연구 결과는 고령화 사회 및 사회안전망 확충을 위한 복지지출의 확대가 국가경쟁력의 저해 및 도덕적 해이를 유발하는 과잉복지가 되지 않고 경쟁력 제고에 기여할 수 있는 방향으로 복지정책을 정교하게 운용하는 데 기여할 수 있다. 또한 우리나라의 재정지출구조 변화요인 및 국제적 연동성을 파악함으로써 향후 재정구조가 재정수입은 줄고 재정지출은 늘어가는 적자구조로 변모해 갈 가능성이 높아지는 사회ㆍ경제적 환경하에서 재정건전성을 확보하고 바람직한 재정지출 구조로 전환하는 데 활용할 수 있다. | - |
