We show that a perfectly conducting metal film perforated with a square array of holes can be regarded as a three-layered metamaterial. The tunneling resonance mediating the enhanced transmission, first observed by Ebbesen, is explained in the context of the equivalent three-layered metamaterial system, and the result is compared with earlier works based on a single-layer metamaterial.-
