- Abstract
- 본 연구의 목적은 젠더레짐 모델의 관점에서 90년대 이후부터 지금까지 독일 보육 및 양육휴가정책의 변화 성격을 밝히는 것이다. 이 연구를 수행하기 위해 남성 생계부양자 모델과 이인소득자 모델에 기반한 유럽국가들의 정책사례로부터 이론적 분석요소와 분석 틀이 도출된다. 이를 기반으로 한 보육 및 양육휴가정책의 변화와 결과의 성격이 남성 생계부양자 모델을 유지하는지 혹은 이인소득자 모델을 지향하는지를 연구한다. 이를 판단하기 위한 기준은 정책지원 수준과 정책이 여성의 노동시장 참여에 미치는 영향 혹은 일과 가족의 양립에 있다. 연구 결과, 90년대에서 현재까지 독일의 보육정책 및 양육휴가정책은 남성 생계부양자 모델에서 점차적으로 이인소득자 모델로 이행되고 있다. 어린 자녀가 있는 여성의 경제활동 참가율이 지속적으로 증가하고, 여성의 경력단절 문제가 해소되는 추세에 있다. 이와 더불어 남성의 아동 양육에의 참여 증가를 이끌었다.
