This study specifically examined prescriptions and procedures related to foreigners’ residing and verified its characteristics. This study also reviewed which policies Goryeo implemented for vitrification of northern peoples such as Yeojin who largely engaged in agriculture and recording of the beginning of family name of those engaging in works and their perception of themselves. The followings have been discovered:First, residing means foreigners’ staying temporarily after arriving in Goryeo. The period was from foreigners’ arrival in the border of Goryeo, registering with Goryeo’s government official and receiving permission, attending the royal court, and going back to their own country. Second, Goryeo made efforts to encourage vitrification of Yeojin and Georan. The area for vitrification was established for those who vitrified and they were given good land and they were exempt from taxation and forced labor for a certain period of time. Those who had high position in their home were given a corresponding position. Third, in order for those who vitrified to live a life like Goryeo people through changes in their family name and family clan they had to take the procedure of receiving their county and township and their family clan but there was almost no such case. That Goryeo king’s permission of vitrification of foreigners just meant their right for permanent residence was given. In actuality, those who vitrified or lived for generations did not become “nationals” in a day and Goryeo people also recognized in that way. However, at early Joseon, those who vitrified requested for their hometown for the reason that they made contributions to the nation, and changed their place of family register with permission from the king.-
