dc.description.abstract | 본고의 목적은 일본 지방자치단체의 조직관리제도를 분석하여 한국 지방자치단체의 조직관리에 대한 시사점을 도출하는 것이다. 분석결과, 첫째 일본 지방자치단체는 조례 등에 기초하여 자율적인 조직관리를 실시하고 있었다. 둘째 지방자치단체들간에 경쟁관계가 조성되고 있었다. 지방자치단체들이 종전보다 다양화된 조직운영의 양상을 보였고, 중앙정부 역시 간접적인 개입으로 상호 경쟁적인 분위기를 유도하였다. 셋째 확대된 자율성을 견제하는 수단으로 정보공개가 활용되었다. 통합적인 “지방자치단체 급여 및 정원 공표시스템”이 구축되는 등 정보공개의 폭과 질이 확대되면서 행정조직에 대한 주민들의 이해와 통제를 향상시켰다. 한국 지방자치단체에의 시사점으로는 상시적인 조직진단 및 정보공개시스템을 구축하고 조직관리에 대한 인센티브제를 확대하는 등 지방자치단체에 대한 정부의 통제를 간접적 방식으로 개선할 필요성이 제시되었다. | - |
