Abstract

This paper conceptualizes mobility as a social construct and proposes the local level as the environment in which mobility constructions should be analysed, while system theory presents the epistemological basis of this conceptualization. The argument that the majority of influences shaping individual mobility constructions stems from the proximate environment is complemented by a system-theoretical scepticism to control mobility constructions and therefore transport demands. While control over transport demands is said to be unachievable, certain measures such as reward-incentive systems are introduced that can contribute to shaping mobility constructions and their accompanying transport demands.
