- Abstract
- As the paradigm is shifting for universities and public research institutions(PRI) to haveentrepreneurship, they are pushed to contribute actively for economic growth. To activatetechnology innovation eco-system, public technology should be transferred to privatecompanies and then utilized properly for commercialization success.
This research investigates the potential factors that might affect the technology transferof PRI&U with using complete enumeration survey result of 275 PRI&Us. The importantexplanatory factors relate to non-monetary incentive for researchers, the number offull-time equivalent personnel in TLO, average working experience of TLO members andthe amount of industry-sponsored R&D. Additional exploratory study revealed that thesuccess factors are different between PRIs and universities. Monetary&non-monetaryincentive and institution’s commitment & interest about TT have positive effect on TT ofPRI, in contrast TLO-related factors which including the number of TLO members,working experience, and TLO independence in terms of finance on universities.
In conclusion, I draw several policy implications regarding PTT practices in Koreawhich include government R&D investment strategy for more collaboration betweenPRI&Us and private companies and evolution model of public TLO.
