The Chilean Welfare State before and after Democratization

This study elucidates the characteristics of the formation and transformation of the welfare regime by examining the differences between two politically contrastive regimes in Chile from the perspective of the varieties of welfare capitalism. The Concertación regime of Chile expanded the expenditures and coverage of the welfare state, but the democratic Concertación regime could not transform the fundamental characteristics of the welfare regime of Pinochet government. Even though the Concertación government’s welfare policies drastically reduced the poverty rate in Chile, the new regime failed to resolve the other existing economic dislocations like economic inequality. This was due to the fact that the Concertación government continued to implement the principles of the liberal market economy inherited from the Pinochet government, in which welfare programs were both provided and managed in the private market. The current study contributes to the existing literature by comparing the mechanisms by which each regime’s production regime molds its welfare regime.
