AI 시대 개인정보보호 인력양성 정책의 현황과 개선방안:한국형 4단계 인력양성 체계 구축을 중심으로

This study aims to systematically analyze the structural changes in privacy threats in the AI era and design a Korean workforce development system to respond to them. While the traditional privacy protection paradigm focused on data-at-rest protection centered on access control and encryption, the AI era has introduced new threats—including model memorization, membership inference, model inversion, prompt injection, deepfakes, unconscious disclosure, and AI profiling—classified by attack phase and compromised security property based on the NIST AI RMF and ENISA frameworks. Despite this rapid evolution, privacy education in Korea remains limited to formal compliance training of a few hours per year, showing a significant gap compared to the EU’s GDPR framework or Singapore’s DPO Competency Framework. This study proposes a Korean four-tier workforce development system: Level 1 ‘Digital Citizen’ (4 hours), Level 2 ‘Practitioner’ (40 hours), Level 3 ‘Officer’ (80 hours), and Level 4 ‘Expert’ (40 hours CPD annually). For the realization of this system, we present specific goals including amendment of Article 28 of the Personal Information Protection Act, strengthening the existing CPO system to GDPR DPO-level standards (including independence, professional qualification requirements, and dismissal protection), securing medium-to-long-term fiscal investment of approximately 50 billion won annually, and training 10,000 CDPOs by 2034, along with a phased implementation roadmap. The study further discusses the expected return on investment of workforce development programs and outlines a 10-year action plan for systematic implementation, providing an analytical and policy framework grounded in prior empirical research and comparative institutional analysis.
