Application of Network Analysis and Text-Mining Techniques to Determine the Linkage between the Sustainable Development Goals(SDGs) and ISO Documents

This study investigates the linkage between the Sustainable Development Goals (SDGs) and ISO international standard documents to enhance the alignment of global standardization efforts with sustainable development. While ISO has published over 22,000 standards across 170 countries, clear criteria for associating these standards with specific SDGs are lacking. To address this, we analyzed 15,420 ISO standard document titles using text mining, topic modeling, and cluster analysis. The results revealed that SDG 9 (Industry, Innovation and Infrastructure) plays a central role in the network of ISO standards, while SDGs 1 (No Poverty) and 5 (Gender Equality) are underrepresented. This suggests a disparity in the current reflection of SDG priorities across ISO standards. The study proposes five strategic measures: regular updates to existing standards to better reflect SDGs, development of clear guidelines for SDG inclusion during new standard proposals, strengthening expert consultations between ISO and SDG specialists, sharing of best practices, and promotion of international cooperation with institutions like the UN. Academically, this is the first study to apply network analysis, topic modeling, and clustering simultaneously to ISO and SDG-related documents. Practically, the findings provide evidence-based recommendations for standard developers and policymakers to align ISO standards with global sustainability goals. Although limited to title-based analysis due to data access restrictions, the study offers a foundation for future research to include the full text and explore the impact of ISO standards on achieving the SDGs.
