유엔 ‘안보역할’의 발전과 한계 對 아프리카 인도적 개입의 불평등성과 비일관성

초록

This study intends to discuss the problem of unequal and inconsistent humanitarian intervention, which undermines noble causes of international community’s intervention in complex humanitarian crisis such as genocide, ethnic cleansing, and gross human right violations by government. This inequality and inconsistency that challenge the ‘security role’ of the United Nations have been largely driven by ‘selfishness’ of individual states, particularly powerful states, who decide to intervene based on their own strategic interests rather than humanitarian needs. Taking the cases of Rwanda (lack of intervention) and Libya (inconsistent application of intervention compared to the case of Syria), the paper attempts to highlight the importance of reconciling between the inviolable sovereign rights and the universal norm of humanitarian intervention.
