한·중·일 3국의 대 동남아시아 무기 이전 비교 연구: 자주국방, 대국 외교, 그리고 해양 안보

초록

The purpose of this study is to compare the arms transfer policies of South Korea. China. and Japan toward Southeast Asian countries and the bilateral relationships surrounding them. The recent arms transfer relationships between them show us that the East Asian arms transfer system is profoundly changing and security-military connectivity between them is further expanding. However, international relations study related to this is still at a rudimentary level. We raise the three questions: What are the main motivations for driving their arms transfers? What kind of performance have their arms transfers toward Southeast Asia shown, and what policy considerations did they reflect? What arc the characteristics of the bilateral relationship through the arms transfers? Our findings are as follow. South Korea's main motive has been its long-standing self-defense policy and export drive as well. The aspect of interdependence has been prominent in the bilateral relationships. China's main motive was great-country diplomacy under the banner of South-South cooperation, that is, expansion of political and geopolitical influence. In their bilateral relationships, some aspects of hierarchy was seen, but it was far from hegemonic order. Japan's main motivation was to utilize the transfer of defense equipment to realize her FOIP. The bilateral relationships appear to show a convergence to that of the existing ODA donor-recipient relationship.
