초록
The Joseon dynasty began recognizing territorial sovereignty after opening its first port in 1876. The Joseon dynasty established the “Land-Opening Official for the Southeastern Islands”(東南諸島開拓使), and appointed Kim Ok Gyun(金玉均) as a director in the third month of 1883. Kim took an active mainly in Japan. He made contracts with Japanese coordinated companies(協同商會) and other entities. He sold the products of Ulleungdo(울릉도) to Japanese companies, and he provided rice to the Ulleungdo islanders. He invited foreign capital and propelled the pioneering work there. This method showed Kim’s policy of modernization and enrichment. According to the map of Joseon which he compiled, Kim depicted the northwestern international border clearly, including Ulleung-do and Dokdo(獨島) in the territory of Korea. Depicting Dokdo in the East Sea ensured the territorial right of Korea within international public law(萬國公法). He desired a modern independent state, and this was reflected his nationalism.
