A Study on the Evaluation of North Korean Statistical Services by Statistics Korea and Quality Improvement Directions

There are a total of 734 North Korean statistics provided by Statistics Korea, includ-ing 110 types from 11 domestic institutions like Bank of Korea, Rural Development Administration, and Korea International Trade Association, and 624 types provided by 14 foreign institutions, as United Nations. Twenty-eight years have passed since 1995 when the office regularly released statistics of North Korea as official government sta-tistics. Estimation of North Korean statistics, which originally started as a legitimacy competition between the two Koreas, has now reached a new stage in which accurate and reliable statistics must be secured. It is meaningful to conduct a quality assessment on 734 statistics of North Korea every year, applying six indicators, and finally evalu-ate North Korean statistics in three stages based on the results of research tasks. First, as a suspension measure, the provision of data seriously undermining the reliability of statistics may be stopped by Statistics Korea. Second, it is recommended to substitute similar data as an alternative measure if the reliability of them is increased as time goes by. Third, as a new measure, the result suggests the possibility of creating a new indicator by mixing two or more statistics.
