Dialectics of Risk, Security and Surveillance in a High-Tech Society

초록

Thanks to the accomplishment of some leading scholars of reflexive modernity, ‘risk’ emerges as a keyword that accounts for many malfunctions of “high modern society.” In contrast, ‘security’ had remained as a common denotative term lacking analytic implications for long. Due to this pragmatic disparity, the interplay between security and risk has not been fully explicated. Aftermath of 9/11 terrorist attack, the situation has been changed drastically. The concepts of security and risk began to constitute mutual-reinforcing chain reactions of positive feedback producing a lines of debates and discourses of exponential growth. Another noticeable change after 9/11 is that surveillance, as a means of risk prevention, is legally favored, technically improved and socially supported. However, fierce internal disputes are found in the current ‘surveillance-scape’ between conventional surveillance and sousveillance.
