- Abstract
- Despite the participation and collaboration of diverse actors for North Korean human rights in recent years, the situation in North Korea has not improved. In order to explain the ineffectiveness of regional governance for the improvement of North Korean human rights, this paper endeavors to evaluate the transnational actors’ policies in the context of human rights theories. This paper designs a theoretical framework to categorize each transnational actor in accordance to their policies, based on the ideal type of human rights governance, ‘principled politics.’ It is found that most actors do not respect the entire list of the principles in the international human rights standard and are more concerned with their respective domestic political situation.
