- Abstract
- 본 연구는 ‘학교폭력 예방 및 대책’에 관한 정책 변동과정을 Kingdon과 Ridde(2009)의 다중흐름모형을 적용하여 관련 법안이 처음 제정되었던 2004년 이래로 어떠한 변동이 있었는지 분석하였다. 분석 결과는 다음과 같다. 첫째, ‘학교폭력 예방 및 대책’에 관한 법안이 제정된 시기는 문제의 흐름과 정치의 흐름이 결합하여 정책의 창이 열렸다. 둘째, 1차 전부개정 시기에는 문제의 흐름과 정치의 흐름이 만나 정책 의제를 설정하였고, 여기에 대안의 흐름이 결합하면서 다시 정책의 창이 열렸다. 셋째, 2차 전부개정에서는 학교폭력으로 인한 피해학생의 연이은 자살 사건의 발생이 중심이 된 문제의 흐름과 선거를 앞둔 다수당의 원내 유지 및 정권 재창출을 위한 정치의 흐름이 대안의 흐름을 유도하여 정책의 창이 열리도록 하는 핵심적 역할을 하였다.
