| dc.description.abstract | 정부는 2011년부터 단계적으로 국립대학 교원에 대하여 성과급적 연봉제를 시행하였다. 국립대학에 성과급적 연봉제가 시행되는 전제 하에서의 교원업적평가제는 이전의 교원업적평가제와는 상당한 차이를 보이게 될 것이다. 가장 큰 이유는 성과급적 연봉제가 시행되기이전에는 교원업적평가가 절대평가 성격을 가지고 있었지만 향후에는 성과연봉 배분을 위해 상대평가 성격으로 전환될 수 밖에 없게 되고, 무엇보다 성과급 지급의 효과가 당해연도에 그치는 현행방식과는 달리, 이제는 평가결과가 연봉에 누적적으로 반영되게 되어 개인의급여에 미치는 영향이 커져서 당사자들도 매우 민감하게 반응할 여지가 크기 때문이다. 따라서 국립대학의 성과급적 연봉제를 도입하기 위해서는 이와 밀접한 관련이 있는 교원업적평가에 대한 다양한 이슈를 면밀히 검토해야 한다. 본 연구에서는 이러한 관점에서 평가단위 설정, 트랙 구분 및 가중치 적용, 환산점수, 성과급별 인원 배분 및 지급비율, 평가영역및 평가지표, 평가연한과 정성평가 등에 대한 주요 쟁점과 이에 대한 시행 기본방안을 탐색하였다. | - |
