- Abstract
- 당과 인대관계는 중국의 정치개혁의 핵심이다. 헌법상으로 이 둘 관계는 국가 최고 권력기관이면서 동시에 영도권력으로서 상호 상충되는 관계를 나타낸다. 그러나 공산당은 인대에 대한 통제를 강화하고, 인대를 통하여 국가권력을 통제하고자 하는 구상을 가지고 있다. 따라서 공산당이 주도하는 점진적인 정치변화가 이루어진다면, 공산당개혁과 인대제도의 개혁, 그리고 공산당과 인대의 관계는 향후 중국의 정치변화의 중요한 쟁점이 될 것이다. 따라서 향후 정치개혁과 정치변화에 대한 논쟁도, 공산당 주도하에 인대의 민주적인 기능을 구현할 수 있는 다양한 방안을 모색하는 데 초점이 맞추어 질 것이다.
