- Abstract
- 본 연구는 우리나라의 민간투자사업 특히 임대형 민자사업(BTL)의 효율성을 제고하고 사업운영에 필수적인 전문성 확보관점에서 실질적인 방안을 위한 모델구축에 그 주요목적을 두고 있다. 본 사업의 추진주체인 공공기관의 입장에서 민자사업(BTL)이라는 행정행위 및 정책사업의 목적달성이 용이하도록 하기 위하여 민간Advisory의 필요성을 민간투자사업의 특수성과 공공관리적인 관점에서 논의하고자 하였다. 본 연구에서는 영국과 일본의 공공 및 민간전문기관의 해당 전문인력 등을 대상으로 한 주요사례국의 실증조사를 토대로 해당민간Advisory의 실질적 운용시스템을 분석하였다. 이러한 분석 및 연구결과를 토대로 우리나라 민간투자사업(BTL)에 있어서 민간Advisory활용을 위한 기본모델구축과 정책적 실행대안을 제시하고자 하였으며 이러한 실질적 관리상에 있어서의 주요이슈와 과제를 도출하고자 하였다.
