Abstract
Republic of Korea, as a non-Annex I country under the UNFCCC, drafted the Basic Act on Low Carbon Green Growth in 2009 as a part of its efforts to mitigate greenhouse gas emissions thereby further contributing to the international efforts to cope with climate change. The Basic Act includes policies and strategies to mitigate greenhouse gas emissions such as promoting green industry, introducing environment-friendly tax system, developing basic plans on climate change response and energy and introducing cap-and-trade system. The effective implementation of the policies and strategies to be introduced by the Basic Act will be ensured by building reporting and verifying systems on greenhouse gas emission related activities. Although the Basic Act was drafted before the Copenhagen Accord as the final agreed outcome of the negotiations based on the Bali Action Plan had been introduced in the 15th Conference of the Parties Meeting of UNFCCC, the Basic Act seems to be already in conformity with the elements on Nationally Appropriate Mitigation Actions (NAMAs) and Measurement, Report and Verification (MRV), which are required to the developing countries by the Copenhagen Accord.
