- Abstract
- 본 연구에서는 문화복지정책의 개념을 정의하고, 역대 정부 별로 문화복지정책의 변화를 알아보고 행정부, 문화정책, 사회정책의 변화가 문화복지정책에 어떠한 영향을 미쳤는지를 분석하며 문화복지정책의 발달 단계를 설명한다. 이승만 정부와 박정희 정부 시기에는 문화복지의 개념이 나타나지 있지 않고, 1981년 전두환 정부가 발표한 '새문화정책'을 시작으로 문화복지 개념이 등장하여 문화복지정책의 태동기라고 할 수 있다. 김영삼 정부는 문화복지중장기실천계획을 발표하여 문화복지정책을 도입하였으며, 김대중, 이명박 정부들은 김영삼 정부의 문화복지정책을 계승하여 발전하여 왔음을 알 수 있다. 이러한 분석을 토대로 본 연구에서는 문화복지정책을 문화복지 개념 태동기, 문화복지정책 도입기, 문화복지정책 실행기의 세 단계로 구분하고, 향후 문화복지정책 발달의 방향을 제시한다.
