Abstract
Human Rights in North Korea has increasingly become a great concern for the international community. North Korean Human Rights Resolutions approved by the UN and the promulgations of North Korean Human Rights Acts in the U.S. and Japan over the last decade, followed by the National Assembly of the Republic of Korea’s human rights legislation in 2016, have been done to improve human rights conditions in North Korea. In this research, ten prescreened NGOs founded and operated in the ROK have been surveyed to determine their effectiveness for improving human rights in North Korea. In order to do so, their contribution in drafting and enacting the North Korean Human Rights Act are closely examined through a constructivist lens. Throughout the analysis, based on application of the constructivist notion concerning a normative environment, the concept of legitimacy, and the creation of social facts, it is empirically proven that the NGOs contributed to every sector involved with the promulgation of the North Korean Human Rights Act in the ROK.
