Abstract
Using a newly collected, detailed dataset of 80 alumni of the KOICA-KU Master’s Degree Program, this study assesses the effectiveness of training developing-country government officials at Korean universities using the case of Korea University. This study evaluates the impact of the scholarship program by applying Kirkpatrick’s four-level training evaluation model to evaluate (1) alumni’s satisfaction on the program, (2) knowledge and skills gained from the program, (3) application of gained knowledge on their work, and lastly (4) contribution to socio-economic development of developing countries. Results suggest high levels of satisfaction with most aspects of the program, while identifying areas for future improvement. Alumni report high knowledge gains in all fields of study, as well as boosts in career-related confidence levels, promotion, and salary. Knowledge gained during the program is found to be applied at work, shared with colleagues, and used heavily in the design and implementation of policies in their home countries.
