- Abstract
- The USTR is the central agency of the United States and has been perceived as the “trade warrior” of the United States by the rest of the world. During the past several decades, the role and importance of the USTR has changed. There was the time when the USTR did not even make an impact on the U.S. trade policy, but it increased its power and importance with the help of the Congress. Strangely, most of the presidents did not want to keep this trade warrior under his belt while the Congress tried the opposite. The article argues that the Congress increased its influence on the USTR through successive legislations that centralized the trade-policy making during the last several decades. It have shown that the Congress constantly made impacts on the USTR’s activities through centralization of policymaking processes and hearings although the Congress delegated its power to make the trade policy to the executive branch.
