The purpose of this thesis is to find transitions of Hangeul orthography policy. Essentially, Hangeul is phonemic letter. If so, the principle of Hangeul orthography must be written in phonemes. However, Hangeul consists of first letter, middle letter, and final consonant. Also, Hangeul’s syllable has square shape. In other words, Hangeul has two orthography principles: phonemism and formalism. When Hangeul was invented in 1443, its orthography principle was phonemism. However, King Sejong’s personal principle was to follow formalism. Since 15th century, Hangeul orthography principle has been transited as described below: phonemism formalism Chosun Hunminjeongeum Haerye (1443) King Sejong (1445, 1447) Korean Empire Sinjeonggukmun(Ji Seokyeong) (1905) National Language Research Center (1909) Japanese Occupation Japanese Government General of Korea (1912, 1921) Japanese Government General of Korea (1930) Korean Research Language Society (1934) Korean Language Society (1933) Republic of Korea Rhee Syngman (1954) Korean Language Society (1958) The Society of Korean Language and Society (1971) Korean Language Society (1980) Ministry of Education (1988) While phonemism has an unchallenging characteristic, formalism has an accurate feature. Therefore, it is evident that Hangeul orthography pursues for its correctness, especially in writing and reading. Learning Hangeul is needless to say to be premised on its easiness and scientific.-
